Public procurement accounts for around 12% of global GDP and 63% expenditures are managed by subnational governments across OECD countries. In Italy, municipalities can impose penalties on contractors breaches contract, example delays in delivery, often leading to suing the municipality local courts, which turn further delay delivery. As such efficiency judiciary have a strong bearing final delivery public works. This study assesses causal effect those efficiencies ultimate execution contracts. The results show that inefficient courts lead works already long overdue. However, also appear deter companies pursue litigation cases where were much lower. Overall, impact long-overdue contracts prevails aggregate is negative: total 25% least efficient more than twice as large most courts.
